School Resource Officers Program
Background
The Albany Police Department (APD) has been a Greater Albany Public Schools (GAPS) community partner for many years. In 2019, GAPS entered into an Intergovernmental Agreement with APD to bring back the School Resource Officer (SRO) program to the district. The agreement states GAPS and APD will split the cost to have School Resource Officers spread across the district. Although SROs were present before COVID, the program was paused during the pandemic as students were not in class.
Why have School Resource Officers?
The purpose of SROs is to provide education, intervention, and enforcement in the schools with a primary focus on creating relationships and trust with students and staff. They may provide education in classrooms such as social studies, health, or career related events. They also serve an important function in the event of an emergency.
SROs are not involved in low-level discipline events, but instead are engaged in issues where high-level events occur and the school would need support from a police officer. High-level events include serious assault, sexual assault, possession of a dangerous weapon, and sale of unlawful substances.
SROs are trained and specialize in interactions with school-age children and are more likely to have pre-existing relationships with students and staff than an outside officer. SROs will serve as a familiar face in the school community.
Meet Officer Jenn Williams

Albany Officer Jenn Williams began her post as an SRO with the school district in Fall 2022. She has extensive experience as an officer in Albany with 24 years of experience on patrol. Previously, she was a police cadet and a reserve police officer.
Officer Williams has specialized training in DUII enforcement and traffic enforcement, and has had training as a Drug Recognition Expert. She also has extra training in trauma informed care and de-escalation training. In terms of leadership, she has previously worked as a Field Training Officer for new police recruits. Currently, she is a member of the Albany Peer Support Team.
“My favorite part of being a School Resource Officer is interacting with all ages of youth in Albany and being a positive role model,” Williams said. “I like that my role is to help create a safe environment for students to learn and grow.”

She enjoys working closely with Albany students. “My goal in being a School Resource Officer is to be a mentor for students and a safe, stable and approachable person students can come to if they want a high five or talk about something more personal, or report a crime,” she said. “My job is to assist GAPS personnel with youth, while utilizing our department model of education, intervention, with enforcement used as a last resort.” Officer Williams also would like to get Bentley, APD’s wellness dog, more involved in schools. “So far he has been a hit and puts students at ease.”
Officer Williams has a bachelor’s degree from Western Oregon University in Law Enforcement with a minor in Social Science.
