Academic Improvement Plans
Rigorous and engaging academics is a top priority for GAPS, as outlined in the district’s Strategic Plan. To achieve academic excellence, each school in the
district develops annual goals and school improvement plans. These improvement strategies are developed by analyzing various data points, including test scores, attendance data, behavior data, and parent engagement information. Inequities in student outcomes are examined to ensure equitable outcomes and systems for all students. Additionally, stakeholder involvement is prioritized in the goal-making process to ensure staff and parent support.
Each school’s goals and supporting data is available below. Throughout the school year, each school provides a presentation to the School Board. The presentation includes school demographics, challenges, and current goals. As the presentations become available, they will be linked below.

Strategic Plan
What is the GAPS Strategic Plan?

The GAPS Strategic Plan is an outline of priorities and objectives the school district utilizes to achieve its mission of building bridges to lifelong learning and brighter futures. The priorities and objectives promote the district’s values and beliefs, which are:
Build lifelong learners
Respect individuals and the community
Instruct at the highest level, preparing students for life
Design systems that represent all voices
Grow social, emotional, and physical well-being
Engage multiple perspectives
Strengthen relationships
The three priorities are:
- Equitable outcomes and systems for all students
- Social, emotional, and mental health supports
- Rigorous and engaging academics
To achieve these priorities, the district has agreed upon a set of objectives and strategies that align with each priority. These objectives are short-term goals, and the strategies are the actions the district plans to take to achieve these short-term goals. Equitable outcomes and systems for all students
Objective 1: GAPS develops and delivers district wide systems to attract, recruit, grow, and retain a diverse and inclusive workforce reflective of our evolving student population.

Strategies:
- Human resources develops equitable recruitment and hiring systems.
- The district will develop and implement practices aimed at supporting and retaining diverse staff.
- The district will broaden and expand our Grow Your Own Diverse Educator program to support current employees and students as they earn their teacher’s license.
Objective 2: GAPS will create and deliver a consistent ongoing professional development plan for each employee centered on equity, diversity, and inclusion (EDI) that is relevant and has multiple points of entry.
Strategies:
- Develop and implement a professional development schedule which ensures all staff receive EDI training.
- Assess where individuals are in their EDI knowledge and skill to ensure they will access professional development at the appropriate level.
- Provide a variety of professional development opportunities through various models of delivery.
Objective 3: GAPS uses data to identify disparities in academic outcomes and implements research based education models and systems designed to reduce those disparities for each student.
Strategies:
- Consistently implement the Multi-Tiered Systems of Support (MTSS) model with a focus on equity throughout the district to increase attendance and improve academic, social emotional, and behavioral outcomes.
- GAPS will implement and fund a comprehensive Pre K-12 approach that aligns high leverage instructional models designed to eliminate academic disparities.
- GAPS uses data to identify disparities in academic outcomes and implements research based education models and systems designed to reduce those disparities for each student.
Social, emotional, and mental health supports

Objective 1: GAPS will implement an evidence based, pre K-12 social-emotional learning system to ensure each student gains necessary skills and feels safe, welcome, and valued.
Strategies:
- GAPS will use data (i.e. DESSA, SWIS, attendance) within our MTSS system to refine and enhance delivery of core SEL lessons, small group instruction, and individual student plans.
- GAPS will identify and implement articulated, skill based curricula focused on the eight competencies (self-awareness, social awareness, self-management, goal-directed behavior, relationship skills, personal responsibility, decision-making, and optimistic thinking) of social-emotional learning and restorative practices.
- GAPS staff will actively engage in ongoing professional learning centered on trauma sensitive practices, restorative practices, and SEL curricula.
Objective 2: GAPS staffing plan will prioritize and equitably allocate personnel who directly support students’ social, emotional, and mental health.
Strategies:
- GAPS will conduct a needs assessment to equitably allocate social, emotional, and mental health staffing.
- The district will attract, recruit, grow, and retain staff in social, emotional, and mental health positions throughout the district (i.e. behavioral support staff, counselors, nurses, special education).
- GAPS will prioritize funding for social, emotional, and mental health staff identified in the district’s needs assessment.
Objective 3: GAPS will support the comprehensive health needs of students and families by establishing and strengthening robust systems and partnerships with local, regional, and state organizations.
Strategies:
- GAPS will create and implement an annual assessment system, which will evaluate health needs and partnerships, analyze data, and monitor outcomes.
- The GAPS Health Services Team will grow and formalize partnerships, and maximize funding opportunities, with the goal of supporting the health needs of the student community.
- GAPS will create and communicate a clear referral system to remove barriers for the school community in effectively accessing services.
Rigorous and engaging academics
Objective 1: GAPS will deliver a guaranteed and viable curriculum that provides each

student with the authentic opportunity to meet Oregon grade level and content standards.
Strategies:
- Instructional staff will collectively engage in the seven-step Educational Excellence PLC team process.
- GAPS will apply a balanced assessment system that is equitable and comprehensive to inform and evaluate learning.
- Instructional staff will engage in ongoing, job-embedded professional development which provides the knowledge and structure to implement Oregon grade level and content standards.
Objective 2: Instructional staff will deliver relevant learning that centers students’ strengths to develop transferable skills to navigate current and future challenges.
Strategies:
- GAPS instructional staff will adhere to a common set of proven instructional strategies and standards of practice with targeted scaffolds and frequent feedback.
- GAPS will foster a district wide culture of dignity, belonging, and safety characterized by high expectations and high support focused on students strengths and assets.
- GAPS staff will deliver learning focused on student success in critical thinking, communication, collaboration, conflict resolution, and problem solving in a diverse society.
Objective 3: GAPS will facilitate robust opportunities for self discovery that affirm and support students’ strengths, identity, interests, and passions through multiple pathways.
Strategies:
- GAPS will remove barriers and eliminate the opportunity gap by involving all students in STEAM, advanced courses, CTE programs, and a wide range of electives.
- GAPS will provide all students equitable early and continuous college and career exploration supports to strategically pursue their future aspirations.
- GAPS will ensure co-curricular opportunities for each member of our diverse student body to enhance the learning of interpersonal skills, connection to school, and social justice.

In 2019, the school district started the process of developing a new strategic plan. To represent all students, parents, teachers, staff, and community members in this process, the district asked the GAPS community to participate in engagement surveys. Additionally, the district held community forums in October 2019 to receive feedback and input on how to improve the district.
On Nov. 5, 2019, the Strategic Planning Team met for the first time. The Team continued to meet until February 2020. On Feb. 24, 2020, the framework of the strategic plan was adopted by the GAPS Board of Directors. Progress on the development of the strategic plan was paused due to the COVID-19 pandemic.
Under Interim Superintendent Rob Saxton (2021-22), a strategic planning committee was developed at the beginning of 2022. This team met bi-monthly to develop and build upon the framework that had been established prior to the pandemic. The committee included community members such as parents, students, business owners, and non-profit coordinators. Additionally, the committee included internal district employees such as principals, teachers, human resource administrators, and more. For a comprehensive list of committee members, click here. On June 13, 2022, the Board unanimously moved to approve the Strategic Plan Objective and Strategies as presented.
Metrics and Sources
To ensure that GAPS achieves its goals of equitable outcomes, health supports, and engaging academics, the district has created a variety of metrics to measure growth and development. These metrics are measured using multiple sources, such as surveys to staff and parents, and student data collected in the Student Information System (SIS). Some metrics used to measure priority development include the percentage of students chronically absent per grade, the percentage of high school students enrolled in at least one AP course, and the average number of personal development hours completed per teacher. More information on metrics and sources will be made available as the Strategic Plan is published.
Next Steps
The district will now begin the work of identifying Strategic Plan metrics throughout the fall. The completed Strategic Plan is slated to return to the Board for final approval this winter.
