Restricted Substitute License:
Requirements:
- Must hold a Bachelor’s degree or higher
- Must be recommended by a GAPS principal
Must hold a Bachelor’s degree or higher. In order to be sponsored by GAPS, you will need to have a GAPS principal email Kylie Wagar a letter of recommendation that states they recommend you for the Restricted Substitute License. After the letter of recommendation is received, you will need to apply for the license on TSPC. Please email Kylie Wagar when you have submitted your application and include your Account ID number. You will also need to apply to be a substitute with Edustaff. With this license, you cannot sub more than 10 consecutive days OAR 584-210-0150(1)(c). We do ask that if you are sponsored, you primarily substitute for GAPS.
Renewal of Restricted Substitute License:

- Needs a new recommendation from a GAPS principal
In order to have your Restricted Substitute License renewed, you must have subbed primarily for GAPS. We will also need a new letter of recommendation from a GAPS principal that states they recommend that the district renew your license. After the letter of recommendation is received by Kylie Wagar, you will need to apply for the license on TSPC. You will also need to check in with Edustaff to make sure you are still cleared to substitute.
District Substitute License:
Requirements:
- Must be enrolled in a teacher prep program
- Must be student teaching for GAPS
- Must be recommended by a GAPS principal
Must be enrolled in a teacher prep program and be in the student teaching part of the program. The GAPS principal at the school you are student teaching at will need to send a letter of recommendation to Kylie Wagar that states they recommend you for the District Substitute License. This license only lets you sub for our district. You will also need to apply to be a substitute with Edustaff. With this license, you cannot sub for more than 10 consecutive days OAR 584-210-0140 and 584-210-0150(1)(c).
